officers and victims and witnesses. He followed the Five Ws he learned in journalism school, attempting to answer the what, where, when, who, and why of each story.

It was a handy method for cutting stories from the bottom to fit but a horrible one for holding the attention of readers. All the best stuff was given away in the first few sentences.
