Developing the industrial and technological resources for cybersecurity; and

• Establishing a coherent international cyber space policy for the European Union and promote core EU values.

This shapes much of its policy, as it drives to ensure that its core values apply in the digital world as they do in the physical world.

The European Commission launched a Directive on Network and Information Security in 2013.29 For further information on this and the EU regulatory position in light of the Brexit negotiations, please see chapter 4.

The European Union’s Cyber Security Strategy28 has outlined the following priorities for its Member States:

• Achieving cyber resilience;

• Drastically reducing cyber crime;

• Developing cyber defence policy and capabilities related to the Common Security and Defence Policy (CSDP);
