Paul is saying that no matter what kind of people you are preaching to, and no matter what terminology you need, and no matter how long the words you have to use, and whether you are speaking to the peasant or the philosopher, in every case there must be demonstration of the power of the Spirit—of the resurrected, glorified Christ working through us.
