World War Three comes to California disguised as a repeat of the Japanese terror balloon bombing campaign of World War Two. The balloons found a moist forest and caused little damage, but the modern battle found a tinder dry fire scape. Destruction of Nuclear Power Plants, cities destroyed and a disabling electro magnetic pulse sends the survivors into an all out battle for survival underground to escape radiation and nuclear winter.
