Joel Rifkin is a serial killer believed to be responsible for the deaths of 17 women in New York in the late 1980s and early 1990s. Rifkin became obsessed with sex workers and would engage their services sometimes as often as twice a day. These are the individuals that he would ultimately target to fulfill his murderous fantasies.
